The short answer is yes, but with important nuances: colostrum contains lactose, though notably less than mature milk, and it contains the very same milk proteins that trigger a true dairy allergy, often in higher concentrations. How much lactose is actually in colostrum?

Colostrum is the first secretion produced by the mammary gland after calving, and its composition changes hour by hour. Compared with mature milk, it is concentrated in protein, fat, and immunoglobulins, and diluted in lactose. Classic dairy science data summarized by Foley and Otterby (1978) put first-milking colostrum at roughly 2.7 g of lactose per 100 mL, against about 5.0 g per 100 mL for mature milk. What about colostrum powder?

Lactose intolerance: an enzyme problem, not an immune one

Lactose intolerance arises when the small intestine produces too little lactase, the enzyme that splits lactose into absorbable sugars. Undigested lactose travels to the colon, where bacteria ferment it, producing gas, bloating, cramping, and sometimes loose stools. It is uncomfortable but not dangerous, and it is extremely common. Cow's milk allergy: an immune reaction to protein

The main culprits are caseins (which make up about 80% of milk protein) and the whey proteins beta-lactoglobulin and alpha-lactalbumin.
